Do you mean pure code? The sequence:
1.Intersect 2 lines (entmake? or entsel?)
2.Solve geometry xy, tangent etc.. (with command: osnap? or defun?)
3.Draw arc (with command: ARC? or entmake ARC ?)
4.Extend / trim lines?
