I Can't cut and paste in my drawing or add a block. We are putting electrical symbols in model space with an xref architectural background attached. I have narrowed the problem down to the architectural background. I purged and audited the xref background but still doesn't fix the issue. Any advice would be great.

I see that problem a lot with files that have been "saved as" to an earlier format.

Is there any chance that is that case here?
