After I XREF in a border how do I get into the title block to input the required info ?

Are you able to double click on the title and modify ? and why would you xref a border wouldnt you have it saved as  a template ?

If you xref the border in, you are going to have to put text in your drawing where the information you want to add should be.  "xref" is an abbreviation for "external reference".  It doesn't actually put the objects from the referenced drawing in the new drawing, it projects them onto the new one.  You see them, but they are not really there.  The two drawings are linked together.  This has its advantages, and its disadvantages.  You can change the stuff in an xref through various means, but if you've used it in more than one drawing, it will change in every drawing its used in as soon as you open them again.  By the same token, if you email the drawing file to someone, you'll have to email the drawing that was xref'd as well, or it will vanish.
 
I would recommend you do as daft vader above has said, and save your titleblock or border or whatever you wish to call it in a template. You can then edit as necessary without worrying about all that.
 
The help files in AutoCAD have a very good explanation of how all that works.  Hit your F1 key, click on the "index" tab and then type "xref" in the search box.
