I read http://bethscadblog.blogspot.com/2007/03/autocad-2008-layers-per-viewport.html, but couldn't understand it completely.
I think I need some sort of basic guidelines.

Understood.
This ability was added to 2008. You can still read about it and understand it, just not apply it to your version of AutoCAD.
