Setting layers?

I want to set layers that automatically appear every time I open up a new drawing face. I need construction layer, scriber layer etc. How do I do this so I do not have to creates these every time I open a new drawing page. All help is much appreciated.

Make a template file setup with your layers (and other settings). Then start a new drawing using the template.
