We will be translating a lot of Microstation drawings into AutoCAD, because we are moving forward to use AutoCAD after 16+ years of Microstation. We are testing this process and have found out so far that all XREF's come into Modelspace. Is there a way to separate the border (for starters) to be placed in paperspace where we don't have to detach and reattach?

You might try looking into the CHSPACE command. From AutoCAD Help file:

"CHSPACE Moves objects between model space and paper space."
