Model -> Paper Scaling issue

Ok I'm not sure how to do it properly... but I'm trying to shift my dimensions to layouts instead of model space.

but I am having issues with the scale.. for example

model space it's 39'3" and when I put a dimension on layout it ends up 3"
and if I change the zoom, it's changed again.

it's starting to get frustrating trying to find out what i'm doing wrong.

if I set the scale in the dimension style, if i have to move or zoom the layout, it all changes.

please help,

set DIMASSOC to 2, that should get you most of the way there. I wait until I know my viewport scale before I start placing dimensions.
