What is the purpose of the Edit Attribute, Text Options & Properties tabs? Are they supposed to control the format of the Attribute Extraction output?

No, you can change the formatting of attributes in the drawing.
It´s called the "Enhanced Attribute Edit", but I prefer the old DDATTE because it´s faster to use.

I like to change the double click action from EATTEDIT to DDATTE.
Properties is also a fast way to edit attributes.
